Receiving notice from the IRS or the Franchise Tax Board that you are under audit can be nerve racking.  Becoming the target of a criminal tax investigation is even worse.  While many attorneys advertise themselves as representing clients in civil and criminal tax cases, only a handful of attorneys in Southern California have the knowledge, experience, and ability needed to represent a client adequately in a complex civil or criminal tax cases.

EXPERIENCE

For over 35 years, Robert S. Horwitz has provided high quality, effective representation of clients in civil and criminal tax cases in federal and state courts and administratively before the Internal Revenue Service and state tax agencies.  Having worked for the United States Department of Justice Tax Division, the Los Angeles United States Attorney's Office, and in private practice, Mr. Horwitz understands that dealing with the IRS and state tax agencies can be a stressful experience for a client and that representing clients entails more than just advocating on their behalf.  It also includes advising the client honestly about her case, relieving the client of the burden of having to deal with the IRS or the state on a day-to-day basis, and ensuring that the client’s case is resolved in the most cost-effective, beneficial manner possible.

ABILITY

Mr. Horwitz’s abilities have been recognized by the Department of Justice, where he received numerous awards, including two Outstanding Trial Attorney Awards and a Special Commendation from the Tax Division.  His abilities have also been recognized by his peers.  He is former chair of the Tax Procedure & Litigation Committee of the Taxation Section of the California State Bar and is Chair-Elect of the Taxation Section of the California State Bar.
